SUBJECT: Standing Operating Procedures For Use of Fort Belvoir Unsupervised Skate Park.

 

1.  REFERENCE: AR 215-1, 15 August 2005, page 52, 8-20 3 (d).  Sosa Community Center is the responsible activity for the Fort Belvoir Unsupervised Skate Park operations.

 

2.  ELIGIBILITY:  All active duty and retired military, DoD civilians and Fort Belvoir contract-hire civilians are eligible as specified in AR 215-1, paragraph 6-1 (15 August 2005), and USAGFB Policy Letter #215-8-03.

 

3.  CONCEPT: The main focus of the park will be for open recreational use, during posted hours of operation.  In addition, however, the park can be used for both official military functions, scheduled MWR functions and events, and private party or social functions.  For private party and social functions usage fees will apply.

 

4.  RESPONSIBILITIES: The skate park facility and programs will have periodic oversight by staff.  Responsibilities of Sosa include:

 

          a. Review facility and equipment daily for safety and maintenance concerns.  A daily written checklist will be completed.  (Appendix A)

 

b.         Keep area safe, neat and clean.

 

c.          Maintain accurate records of maintenance, accidents, incidents, and safety inspections.

 

d.         Schedule use of park and oversee all MWR events within the park.

 

e.         Budget, advertise and direct future development of skate park program and facility.

 

5.  ELIGIBILITY: All active duty military, military retirees, ready and selected reserve members and retirees, DOD civilian personnel and retirees, DOD contractors, and federal employees and their family members may use the unsupervised skate park.

 

6.  EQUIPMENT:

 

          a. All patrons will provide their own skates, skateboards, and safety equipment.

b. All participants regardless of age are encouraged to wear proper safety equipment.  At a minimum safety equipment includes helmets, knee pads, elbow pads,

wrist guards, and gloves.  Safety equipment is available for daily use from the Sosa Community Center and Youth Services at no charge.  Patrons will be required to show an I.D. card to borrow the equipment.  (Appendix B)

 

6.  FACILITY AVAILABLE FOR USE:

 

          Monday-Saturday                          0800-2000

          Sunday                                            0800-1800

          Holidays                                          0900-1800

 

**At the discretion of Sosa Staff, the park will not be open if weather conditions make usage of the park unsafe.**

 

7.  RULES AND REGULATIONS:

          **This is an unsupervised skate park**

 

a.         Use skating facility at your own risk.

 

b.         Inspect all equipment prior to use.

 

c.          Only inline skates and skateboards are permitted.

 

d.         Spectators are not permitted inside the fenced area.

 

e.         Food and beverages are not permitted inside fenced area.

 

f.           Safety equipment should be worn at all times.

 

g.         The use of profanity (verbal or nonverbal) or aggressive behavior will not be tolerated.

 

h.         Patrons will be held financially responsible for the repair or replacement of skating property intentionally damaged or destroyed.

 

i.           Tobacco, drugs and alcohol are not allowed in or near the facility.

 

j.           All skaters will uphold a courteous, equal skate time system to ensure fair and equitable participation by all skaters.

k.          Shirts will be worn at all times.

 

8.  GUIDELINES:

 

a.             Facility will be used at own risk. No supervision on sight.

 

b.             Facility is open at posted hours and may be used for private groups before or after public use hours.  The facility rules will be posted at the skate park facility.

 

 

9.  PRIVATE FUNCTIONS:

 

a.            Reservations are taken at the Sosa Community Center and require a deposit and signed reservation form.  Cost: $25.00 per event and cleaning deposit of $50.00, refundable after area is cleaned.

 

b.            During private functions, use is restricted to guests of the individual renting the skate park.
