1. How do I apply for NAF positions?

      

You may submit a resume that you have already prepared or complete our Application for Non-Appropriated Fund Employment.

 

 

2. What is NAF?

 

Throughout our nationÕs history, civilians have played a vital role in supporting soldiers. The Non-Appropriated Funds (NAF) Instrumentality fills positions in a wide variety of areas that support our soldiers, their families and our civilian employees. NAF offers positions in child development, food and beverage management, golf and bowling, recreation, marina, hotels and billeting, pools, as well as clerical and administration. There is a NAF facility on every installation worldwide. NAF facilities generate their own revenue, whereas the funds are appropriated by Congress for the Appropriated Fund (APF) or General Schedule (GS) system.

      

3. What is a referral list?

 

The NAF Human Resources Office (HRO) serves as a liaison between potential employees and management. Applications are received and reviewed by the NAF HRO to determine qualification and eligibility requirements. Selecting official who use the process of filing a job through competitive procedures must complete the NAF Referral and Selection List, referred by the NAF HRO. The Referral and Selection List requires the selecting official to certify that all referred candidates have been considered and to provide the reason(s) for the particular selection.

 

 

4. What is spousal preference?

 

Spousal Employment Preference (SEP) applies to spouses of active duty U.S. military members. NAF gives spousal preference. To receive preference eligibility, the spouse must be married to the military sponsor before reporting to the new duty assignment. Spousal preference applies only with-in the commuting area of the military sponsorÕs permanent duty station and if you are fully qualified.

 

 

5. How many times can I use my spousal preference?

 

Spousal Preference (MSP) eligibility is retained until the military spouse accepts or declines the offer of a permanent appointment to a full-time or part-time position or a continuing flexible position for more than one year. Once MSP is used, the spouse competes as either a current permanent Army NAF employee or as a family member without preference (overseas).

 

 

6. I am a current NAF employee, do I have employment preference? What are the employment preferences in order of selection priority?

 

Yes. According to AR 215-3, 2-8 through 2-10, for all competitive recruitment actions, employment preferences as required by law and DoD policy shall be accorded to fully qualified applicants in the following order of selection priority:

1.   Spousal Employment Preference (SEP)

2.   Involuntary Separated Military Preference (ISM)

3.   Current APF, Current NAF, and Former NAF

4.   Outside Applicant Veteran (OAV)

5.   Outside Applicant Non-Veteran (OANV)

 

 

7. What are the job requirements or qualifications needed for the job for which  I applied?

 

The qualifications/requirements are listed on each vacancy announcement, as well as any other condition of employment.

 

      

8. Can I submit one application when applying for more than one position?

 

You must provide a separate application for each position for which you apply.

 

9. I am looking for a NAF management position. What are the procedures for finding higher graded (NF-4 and NF-5) positions? 

 

NAF Morale, Welfare and Recreation positions at the NF-4 and NF-5 level in management and specialty position are recruited through the Family and Morale, Welfare and Recreation Command and advertised on the Vacancy Announcement Board .

 

10. What if I am a foreign national applying for a NAF position?

 

Unlike APF positions, there is no requirement of U.S. citizenship for NAF positions.
