FCC VISION STATEMENT

The Family Child Care (FCC) Program offers a safe environment in a home setting for a small ratio of children. Providers nurture and care for each child as if they were their own. It is their goal to make parents feel welcome and comfortable.

In FCC homes children are loved, accepted and truly appreciated for their individuality and cultural diversity. They are provided with a wide variety of experiences that meet and challenge their developmental levels. Their accomplishments are shared through the warm bond that develops between parents and provider.

The FCC experience is based on a strong partnership of program administrators, FCC providers, and families. Providers clearly recognize the impact their services have on children and families. They are justifiably proud of the high quality of their programs.

Programs

Family Child Care (FCC) Family Child Care (FCC) offers full day, hourly, and before and after school services. FCC trains, certifies and monitors family members who provide child care in government quarters. FCC homes provide the same care programs as the Child Development Centers (CDCs) plus have some additional benefits. Homelike atmospheres, opportunities for siblings to be in care together, and more flexible hours than the CDCs are hallmarks of FCC benefits. Some providers offer evening, night, and extended care options for parents with non-traditional work schedules.

The FCC hourly listing are available to currently registered CYSS patrons by calling the FCC office at 703-805-9137 or the Parent Central Services Office at 703-805-1908. Please note that we will need to verify that the child(ren) are registered with CYS Services.


OFF-POST CARE

FCC has established a partnership - with Prince William County, Fairfax County, and Stafford County to create a Homes Off-Post Program. This program will enable certified home child care providers located off post to enter into an agreement with Fort Belvoir FCC to monitor and refer Fort Belvoir patrons to their homes. In return the home providers agree to comply with FCC training and safety requirements, as well as designate slots for eligible family members referred by Fort Belvoir. This is a terrific option for families with small children to avoid the commute to Fort Belvoir.


Operation Noble Eagle

FCC Supports Operation Noble Eagle - In response to the additional duty hours soldiers and civilians are working, FCC has developed classes to assist FCC providers in meeting the requirements to offer extended hour care. In addition, the program is expanding to offer the opportunity for center-based child care staff living in government quarters to attend classes in order to offer child care on weekends as possible CYSS satellite homes. FCC Provider Minimum Qualifications

  • At least 18 years of age
  • Have a high school diploma or GED
  • Have basic reading, writing and math skills
  • Able to pass a health assessment prior to provision of care
  • Have no evidence of family violence, child neglect, and alcohol or drug abuse
  • May not hold another job during hours an FCC home is in operation
  • Able to speak English fluently enough to implement fire, health, safety & developmental program requirements

Parent Participation

Parent participation is highly encouraged in all CYSS programs, and is actually necessary for some activities to be successful. There would not be a Sports program without the dedication of volunteer coaches. Some ways parents participate in child care programs may include eating lunch with their child and participating in various room activities (prior arrangements must be made with your child's teacher). Parent Advisory Boards (PAB's) operate at all the Centers and are open to all parents. Through the PAB, parents provide valuable input to the programs in which their children spend a significant portion of their day. To encourage parent participation, the "Why I'm Needed" (WIN) program allows parents to earn points through volunteering opportunities at the centers, or attending parenting classes through the Family Advocacy Program.

The WIN Program: This is a special program that enables parents to earn up to a 10% discount on their 1st child's monthly child care fees at the CDC or SAC. Parents perform essential tasks for the CDC or SAC and earn a specific number of discount points. Each discount point is worth 1 percent each up to a maximum of 10 discount points which is 10%. These discount points may then be applied towards child care fee. Check with the CDC or SAC front desk staff for more information.


Eligibility

Eligibility to use CYSS programs include active duty military personnel, DoD civilian personnel, reservists on active duty for 72 hours or more, and DoD contractors working on Fort Belvoir. Military retirees are only eligible for our sports programs and our free Middle School and Teens program. Because child care programs are offered for the sponsor to report to work so that the Army can meet its mission, eligibility to use Fort Belvoir child care programs ends upon End Term of Service (ETS) of sponsor, termination of sponsor's DoD employment or DoD contractor's employment on Fort Belvoir. A thirty-day grace period is authorized to find alternate care. All patrons must register with Parent Central Services (Resource and Referral - Central Registration).
